We harmonized customs, retail, and farm survey microdata into a reproducible pipeline with scenario tools for policy teams—entity resolution across dealer registries, documented ETL with signed-off business rules, and scenario sliders for subsidy rate and fiscal cap.
User testing cycles with directorate staff who refresh the dashboard each quarter kept the product usable under real operating conditions.

Quarterly briefings were adopted by ministry technical units, with transparent assumptions for donor coordination.
A production dashboard with role-based views for treasury vs agronomy units and a donor coordination memo referencing shared scenario assumptions closed the governance loop.
